PLU for Porto-Vecchio
In Porto-Vecchio, the question “Can I build on my land?” almost always comes before price. Between the Coastal Law, PADDUC's outstanding natural areas, the gulf's natural zones and the litigation that has shaped the municipality's planning history, the same hectare could be worth several hundred thousand euros or have no development value at all. Understanding zoning before selling or buying is crucial here.
Where can you build in Porto-Vecchio ?
Most protections are concentrated along the coast of the Gulf of Porto-Vecchio, from Santa Giulia to Palombaggia: outstanding natural areas, the 100-metre coastal strip and protected gaps between built-up areas. By contrast, already developed areas — the historic centre, Trinité, Muratello and Precojo — still offer scope for densification projects. This difference in treatment explains the considerable price gaps between plots that are sometimes next to each other.

Zoning under the PLU of Porto-Vecchio
Areas already built up and connected to utility networks. These offer the widest scope for development: the regulations set building footprints, heights, setbacks from property boundaries and parking requirements.
Land reserved for future development. Building is generally permitted in a 1AU zone subject to conditions (a comprehensive development scheme and compliance with OAP); a 2AU zone first requires an amendment to the planning document.
Land protected for its agricultural potential. Only buildings necessary for farming are permitted, along with modest extensions and ancillary buildings to existing homes under strict conditions.
Areas protected for their landscape or ecological quality. There is virtually no scope for building, except in areas of limited size and development capacity (STECAL) expressly designated in the regulations.
Specific restrictions in Porto-Vecchio
A coastal municipality subject to the Coastal Law and PADDUC: development potential here is among the most closely scrutinised in Corsica.
- Coastal Law: building is prohibited in principle within the 100-metre coastal strip outside built-up areas, with limited development adjoining existing built-up areas.
- PADDUC: strategic agricultural areas (ESA) and outstanding or characteristic areas (ERC) that overlay municipal zoning.
- Fire risk and vegetation clearance: statutory vegetation clearance obligations (OLD) around buildings.
- Wastewater treatment: a SPANC inspection is mandatory for any sale of a property not connected to mains drainage.
For educational purposes. Planning documents change: only the version currently in force, available from the municipal planning department in Porto-Vecchio and on the Géoportail de l'urbanisme, is legally binding. For a specific project, request a planning certificate.
Frequently asked questions — planning in Porto-Vecchio
How can I find out whether I can build on my land in Porto-Vecchio?
Three documents are enough: the PLU zoning map (available at the town hall and on the Géoportail de l'urbanisme), the regulations for the relevant zone and, above all, an operational planning certificate (CUb) issued by the town hall, which states whether the described project is feasible on the land. We always request this CU before putting land on the market.
What is the difference between an information CU and an operational CU?
The information CU (CUa) simply lists the rules that apply to the land. The operational CU (CUb) answers a specific question: is my project feasible? It locks in the rules for 18 months, providing substantial security for a land sale.
My land is in zone N: can I still sell it?
Yes, but its value is that of recreational or natural land, with no building potential. We regularly see price differences of 1 to 20 between land zoned N and building land within the same municipality. A listing that is honest about zoning avoids a preliminary sale agreement falling through at the CU stage.
Can the PLU change to allow building on my land?
This is possible through a revision or amendment to the planning document, but the timescale is measured in years and the outcome is never guaranteed — especially in coastal areas, where PADDUC strictly regulates the opening of new areas for development. Selling on the assumption of a zoning change is risky.
